these bylaws are available at church office on server. anyone can ask for a copy. i will post the budget info later. of course i have found typos, and they are not updated with new vision of impacter greater puget sound region- hopefully tp elders have updated the bylaws and any changes to bylaws do need to be approved by body. i would say check out qualifications of being an elder. salaries of Mike and Cindy are important considering the economic times we are in and it seems the church. fixed budget cut down to 65k or whatever is easy and the church has already been operating on that, Pastor Jackie's salary was 4880.00 per month Pastor David's salary gone they were only paying half anyways but that was 2081.89 per month and emily's 1000.00 permonth is 8000.00 right there. facilities was over budgeted by 5000.00 per month- so that is 13,000.00 and not hard to cut another 5000.00 since fixed monthly was only 83k or close to that. Tp ought to go back to 3 services in the bldg could easily be done. it is shrinking anyways and the number of attendance is inflated each week because they count duplicates. what to do tp? be up front tell the whole truth and start over.

Established March 2000
1. VISION STATEMENT
Turning Point Church - World Outreach Center will impact the greater Marysville area by reaching out to the unsaved and nurturing them into fully devoted followers of Christ. This will be accomplished through the fulfilling of our four-fold mission statement and the Commissioning, Licensing, and Ordaining of ministers of the gospel of Christ.

Our Belief: In the essentials we have unity. There is one Body, and one Spirit. There is one Lord, One Faith, one Baptism, and one God, Father of us all. Ephesians 4:4-6.
In the non-essentials we have liberty. Accept him whose faith is weak, without passing judgment on disputable matters. Whatever you believe about these things, keep between yourself and God. Romans 14:1, 22
2. PRINCIPAL OFFICE
The principal office for the transaction of the business of Turning Point Church - World Outreach Center is fixed and located in Snohomish County in Washington. The Elders may at any time, or from time to time, change the location of the principal office from one location to another in this County, State, or Country.
3. MEMBERSHIP
We believe membership is acquired by salvation, maintained by association and expressed by cooperation. TPC does not have formal membership. However, we encourage each family to be involved in a small group and express their gifts through active involvement in many ministries of the fellowship and recognizing God’s instruction to be a local body of believers. (Eph 2:19-22), (Hebrews 10:25).
3.1 Ratification eligibility:
To be eligible to participate in ratification one must be, (a) sixteen (16) years of age or older; (b) have worshipped regularly with this congregation for a period of six months immediately preceding the meeting at which they wish to participate in ratification; and (c) have lived, for at least six months, in harmony with the standard of God’s word as held by TPC and agree with the mission and vision of TPC.
3.2 Quorum: A quorum for any meeting of the church body shall be 15% of the monthly regular adult morning attendance.
3.3 Annual Meeting: The annual meeting of the members of this church shall be held on a Sunday in August of each year at the morning service at the principal office of the church, or at any other time and at any other place determined by the elders. A written one-week notice will be given by newsletter or announcement in any regularly scheduled service.
3.4 Special Meetings: Special meetings of the membership of the church for any purpose may be called at any time by the senior pastor or by any four elders. A written one week notice of the time and place of the special meeting of the members shall be given whenever possible.
4. ELDERS
The governing body of the church shall be known as the elders. The board of elders shall consist of appointed pastoral staff and laypersons.
Preface
The Apostle Paul instructed the first century and their pastors to appoint ‘elders’, those with certain gifts from God, to “direct the affairs of the church” and provide leadership God ordained for his body (1Tim. 5:17). Paul made a number of statements regarding the qualifications of those who were to be chosen. Some observations about those statements are appropriate.
(a) These qualifications given by the Apostle are principle, governing the selection of leadership. They are guide lines by which the character of each elder must be measured. They are not to be taken lightly. They are very important in helping us determine the kind of persons to look for in the choosing of leadership.
(b) Paul’s remarks and instructions must be interpreted within the context of the culture of his time and place. They are written within the Jewish culture wherein, for example women were forbidden to learn and take part in the synagogue service; and they were written within the Greek culture wherein the rights of women as persons and citizens were not protected by law. These and other cultural aspects and circumstances should not be superimposed on the church today. Paul’s own personal conviction about personhood is that “there is neither Jew nor Greek, slave nor free, male nor female, for you are all one in Christ Jesus.” (Gal 3:28)
4.1 Qualifications of Elders will be as follows:
1st Timothy and Titus state the church needs leaders who are gifted and equipped by God’s Word and Christian discipline to manage its direction and ministries. Leaders should be:
A. ABOVE REPROACH
(1 Tim 3:2; Titus 1:7) Persons of unquestioned character, whose morals and ethics are not open to attack; having reputations of godly Christian character.
B. HIGH IDEALS OF MARRIAGE
(1 Tim 3:2; Titus 1:6) The person, whether or not married, holds and demonstrates a sacred regard of marriage and the home, and is committed to God’s principles regarding marriage and, if married, is a faithful husband or wife. This does not mean the leader must necessarily be married or have never been divorced.
C. TEMPERATE
(1 Tim 3:2; Titus 1:8) Self controlled, possessing a character which avoids extremes, a balance of mind and spirit.
D. PRUDENT
(1 Tim 3:2; Titus 1:8) Wise, sensible, balanced in judgment; not given to quick and superficial decisions based on immature thinking.
E. HOSPITABLE
(1 Tim 3:2; Titus 1:8) Open to the needs and hurts of others, willing to share their heart and home with others in need.
F. ABLE TO TEACH
(1 Tim 3:2; Titus 1:9) One who teaches by example and by instruction; who communicates beliefs and truths in a manner that encourages Christian commitment.
G. GENTLE
(1 Tim 3:3; Titus 1:7) Not violent or quarrelsome, disinclined to fight. Christians around whom there is constant strife, persons with a history of turmoil, “spiritual bullies”, impatient retaliators and gossips are poor candidates for spiritual leaders of the church.
H. FREE FROM THE LOVE OF MONEY
(1 Tim 3:3; Titus 1:7) One who has solved the “money problems”, who gives evidence of good stewardship of the tithe, of talent and of time that the Bible teaches “is the Lord’s”.
I. MANAGES ONE’S FAMILY WELL
(1 Tim 2:4, 5; Titus 1:6) One whose leadership in the family is worthy of their respect because that leadership shows good management and judgment, for “if one does not know how to manage one’s own family, how can that person take care of God’s church?”
J. NOT SELF-WILLED
(Titus 1:7) One who is not stubborn, who does not demand one’s demand one’s own way or force one’s own opinions on others.
K. DEVOUT
(Titus 1:8) One who is holy and set apart for God’s use.
L. NOT A RECENT CONVERT
(1 Tim 3:6) Persons tested in their faith long enough to demonstrate the reality of their conversion and the depth of their spirituality.
M. SOUND DOCTRINE
(1 Titus 1:9) Encourages others by sound doctrine, and refuses those who oppose it.
4.2 Purpose of Elders:
The purpose of the elders shall be to direct and to coordinate the life and ministries of the church.
(a) To seek continually the will of God for the overall purpose and direction of the church through the study of the Bible, prayer, fasting and the seeking of godly counsel.
(b) Recognize and appoint those called to the office of Deacon as described in scripture.
(c) Be the Board of Directors of the Corporation and the legal trustees of the property of the church as well as oversee:
I. LEGAL. Direct the business and fiscal affairs of the corporation, including all entities which it shall establish and to perform all legal transactions as related to the property. Also to have full charge and control of all real property of the corporation with full power to use, regulate and control the same for the benefit of the corporation as authorized by these By-laws and or the church body.
II. PERSONNEL. With the guidance of the Senior Pastor be responsible to set wages, salaries, benefits and all other compensation for Pastoral/Administrative staff.
(d) Perform related duties as required.
4.3 Selection of Elders: Members of the Board of Elders will be appointed by the existing Board of Elders and then ratified by the church body. (Acts 14:23; Titus 1:5)
4.4 Removal of Elders: When in the aggregate judgment of the members of the Board of Elders, such action is deemed necessary for reason of the blatant defect of character or for such causes, the Board of Elders shall be the authority for the removal of a voting elder. Such removal shall be instated upon the affirmative vote of at least two-thirds of the voting elders.
5. OFFICERS
1. Numbers and Titles
The officers of the church shall be President, Vice President, Secretary, and Treasurer and such other officers as may be designated and appointed from time to time by the Board of Elders.
2. Qualifications, Elections, and terms of office
The Senior Pastor will serve as President by virtue of his or her office. The Vice President, Secretary, and Treasurer shall be elected by the Board of Elders from its members at the first Board of Elders meeting in each calendar year. Such officers shall serve until their successors are elected and installed.
3. Duties of President
President shall preside at all meetings of the Board of Elders. He or she represent the church on all occasions.
4. Duties of President
The Vice President shall act in the place of the President during the latter’s absence and shall perform such other duties as may be imposed by law, or by these by-laws, or as may be prescribed from time to time Board of Elders. He shall preside at all meetings of the members of the church.
5. Duties of Secretary
The secretary shall keep an accurate record of the transactions of all business meetings of the members of this church and of the Board of Elders. They shall also perform such other duties as may be imposed by law, or by these bylaws, or as may be prescribed from time to time by the Board of Elders.
6. Duties of Treasurer
a. Receive and safely keep all money of the church entrusted to their care and shall disperse the same under the direction of the Board of Elders.
b. Render a statement at the annual meeting of members and at such other times as may be requested by the Board of Elders. They shall keep a complete account of the finances of the church books, which shall be and remain the property of the church and open to inspection at any reasonable time by the Board of Elders.
6. RECORDS AND REPORTS
1. Books of Account – The church shall keep and maintain adequate and correct accounts of its properties and business transactions, including accounts of its assets, liabilities, receipts, disbursements, gains and losses.
2. Annual Report and Financial Statement – The Board of Elders will provide for the preparation and submission to the members a written annual report including a financial statement. Such a report shall summarize the churches activities for the preceding year and goals projected for the forth-coming year; the financial statement shall consist of a balance sheet as the close of business of the church fiscal year, contain a summary of receipts and disbursements, be prepared in such a manor and form as is sanctioned by sound accounting practices, and be certified by the President, Secretary, Treasurer, or a CPA.
3. Fiscal Year – The fiscal year of the church shall be from Sept. 1 to August 31.
7. SELECTION, RETENTION, REMOVAL AND RESIGNATION OF SENIOR PASTOR AND STAFF
Selection of Staff: The Board of Elders shall serve as the search committee for the selection of the Senior Pastor; the Board of Elders shall work in cooperation and with guidance of the Senior Pastor in selection of all members of staff and Pastoral Administration.
a. The Board of Elders shall be responsible for securing a person or persons for filling the pulpit for the regular services during the period in which the church is without the services of the staff member.
b. The Board of Elders shall investigate the qualifications of prospective Pastoral/Administrative Staff members, using criteria and procedures which the membership of the Board of Elders deem most appropriate.
c. Upon the affirmative vote of at least 75% of the members of the Board of Elders regarding the call of prospective Pastoral/Administrative Staff member, the Board of Elders shall call a special meeting of the church body and give them a full description of the candidate’s qualifications.
d. The Board of Elders shall present the name of only one prospective Pastoral/Administrative Staff member for consideration and possible call. A 75% majority of members voting shall be necessary to extend the call of the church to a prospective candidate. If less than 75% vote in favor of the prospective candidate, the Board of Elders shall select another prospect using the procedure described above and present that person’s name for consideration at a later special meeting of the church body.
8. AMENDMENT OF THE BY-LAWS
These by-laws may be amended by a vote of 75% of the members present and voting at any annual or special meeting of the church body if all the following criteria are met:
(a) The amendment shall have been approved by the affirmative vote of at least 75% of the voting Elder members.
(b) Such proposed amendment is affirmed by a vote of at least 75% of the voting church body.
