I don't think it's such a big issue on the police side of things. After all, handing something out on the sidewalk is hardly a life and death matter. If you have a chat with the local police letting them know what you are going to do (such that they will be aware that you are keeping within the law) then they'd most probably take their time to respond to any complaints.
