Really, I don't see too much difference between the techniques your article described and classic rehabilitation.

If it deters terrorists from committing more crimes, what's the problem?

It's an old technique to turn a member of a group against the leader in order to break up the group.

Interrogation and influencing a terrorist isn't necessarily brainwashing IMHO.
