Contact a local synagogue in your area or a Jewish place of learning.

Jewish Federations, Educational bureaus and/or colleges and universties.

If there is a fee and you are unable to pay they can often arrange something.

I was at the Carlebach Shul a few years ago, and when I walked in the guys running the yeshiva on Sunday, started ordering me around. I said, "Wait a minute, I knew Shlomo since I was 15 years old and he never treated anyone like this. What's going on?" It turn out that Tzwe Padeh helped translate a book on Lurianic Kabbalah, called "Etz Chaim", Tree of Life by Rabbi Chaim Vital. Vital was a disciple of Rabbi Isaac Luria, also known as the Arizal or the Ari Hakodesh (Holy Lion). The Arizal's mikveh (ritual bath) is a prominent mikveh in Tzefat.
They started discussing the book with me which sold for 36 dollars (2 times "Chai" or life). The book tells about how God created the universe. But one of the congregants told me "that's not the way it happened". So I told them "I'm not buying the book in that case".

No complaints seem to be coming out about any other group studying Kabbalah.

When I was a child and involved in Chabad, they did study the Kabbalah. This group had a lot of Hasidic influence though. I do not know if all Chabad groups all like this.
