(CNN) -- Hawaii had the lowest voter turnout rate in the United States in 2008, with fewer than half of the eligible population casting ballots. When I traveled to the state to find out why, I thought most of the problem might be apathy. The surfer thing, you know?
That is part of it, to be sure. But there are many reasons America's 50th state doesn't vote as much as the other 49, plenty of them specific to Hawaii.
Here's a bite-sized look at eight. If you want to be part of the solution, help us change the list by convincing these five people to vote for the first time, making a pledge to vote or sharing this "Mahalo for Voting!" image on Tumblr or Facebook.

And, as if I'm not asking enough already, let me know what you think of this list in the comments section at the bottom of the story. If you have other ideas, I may add them.
1. Surfer apathy: I'll start with the obvious one. It's true that some people are so wrapped up in Hawaii's beaches and waves that they don't care about politics. One woman told me politics don't "flow" in oh-so-laid-back Hawaii. A state representative in Maui said he looks at swell reports before Election Day. If the waves are big, he said, he knows turnout will be low.
2. Ugly history: A fair number of Native Hawaiian people consider the U.S. to be illegitimately occupying Hawaii, and some don't vote on principle. One woman told me that part of her identity as a Native Hawaiian would be diluted if she cast a ballot. The U.S. apologized in 1993 for its unlawful takeover of the islands, but resentment remains.
3. When it's 6 p.m. in Hawaii, it's midnight in Washington: The Aloha State is six hours behind Eastern Time. By the time its polls close, presidents often have been declared. One woman who lives on the Big Island of Hawaii told me she was driving from work to her polling place when she heard the winner of a presidential race announced on the radio. She turned the car around and drove home without voting. In the bigger picture, the time zone issue -- and the thousands of miles of ocean that come with it -- leave Hawaii feeling detached from national politics. The U.S. and Hawaii are like "apples and bananas," one man told me. The state feels like an afterthought.
4. It's basically a one-party state: Who wants to vote if it seems like there's no real choice to be made? Democrats have dominated politics in Hawaii for decades. Many races in the state are uncontested because the Republicans can't find candidates to run in them. Currently, there's only one Republican in Hawaii's state Senate. The state's electoral votes have gone to Republican presidential candidates only twice in history.
5. Polling places can't be trusted: That's the feeling at least on the Big Island of Hawaii. During the primary election this year, some polling places opened an hour and a half late because voter registries hadn't been delivered to the polling stations. The state is stepping in to try to make sure November elections are conducted with more professionalism. But I met a sous-chef in Hilo who said that's too little, too late. He doesn't trust the polls because he had so much trouble voting before.
6. People don't identify as voters: I found it fascinating that many people in Hawaii don't vote at least in part because they don't see themselves as the type of people who participate in civil society. A 36-year-old man told me he never voted until two years ago, when he found a website asking people to pledge to vote. It was that simple. Once someone invited him into the system, he participated. No one had asked before. He ran for a seat in the state House of Representatives in the primary election this year.
7. The schools are bad: I heard from many adults in Hawaii that the school system does not do a good job teaching young people about politics and how decisions made by politicians affect their day-to-day lives. There are exceptions, of course, like Jason Duncan's class at a high school near Honolulu. There, I met a young woman who said she didn't see the importance of voting until Duncan led a conversation on the topic. But the state should do a better job educating the next generation of voters.
8. Election laws make it too hard to register: There are plenty of available tools that would make voting easier in Hawaii, including same-day voter registration, which would let people walk into a polling place on election day, register and vote right then; and online registration, which Hawaii plans to implement in 2016. I heard time and again from non-voters that they didn't have a clue about how to register. States like Minnesota that have implemented progressive registration policies see higher turnout rates. That state topped the list, with a 78% participation rate.

Great picture of Wai Lana's Soups~ this photo looks so contrived ... Behind that phoney smile is the vibration of 'I'm only in this for the money' ... and the dressings on that soup do look a bit suspicious, don't they?

this photo is crying out for a Photoshop alteration ~ how about a witch's hat? ... A few blacked out teeth on that Colgate smile maybe? Wings of bat in the soup? Hilarious~!

I do wonder if the queen bee handed out Butler's toenails and instructed the followers to devour them without Butler's permission? It seems like a rather massive faux pas that will get even the most devout disciples questioning WTF?

More about Science of Identity Foundation: I just unearthed this public disclosure document revealing detailed financial information from 2004. Something must have been happening around 2005 in order for them to disclose such confidential data. They list their organization’s address as a Kailua home owned by George Yokoyama, an employee at Down to Earth All Vegetarian Organic & Natural. It is located a few houses away from the home of Mark Fergusson (Down to Earth CEO). The address is literally right next to a Christian Church so my curiosity was aroused. Is it possible that SOI has somehow taken over a Christian church and is using the facilities for meetings and rituals?
Tulsi Gabbard still says nothing about her involvement with The Science of Identity Foundation, yet her mother Carol Gabbard is listed as a director of SOI along with Jeannie Bishop, Jennifer Sarns, Tara McLean, and Chris Butler – all of Kailua. This is reliable public information, readers.

Hindu Americans have run America’s major companies and universities, won Nobel prizes and Olympic gold medals, directed blockbuster movies, and even flown into space. But one profession has so far been out of reach: Member of Congress.

That may change next week in Hawaii’s 2nd congressional district, where Democrat Tulsi Gabbard is poised to win an out-of-nowhere bid over Republican opponent Kawika Crowley. Gabbard was leading Crowley 70 percent to 18 percent, according to an Oct. 12 poll by the Honolulu Civil Beat.

The heavily Democratic district also elected one of two Buddhists to have ever served in Congress, Mazie Hirono, who won her seat in 2006 but is now running for the U.S. Senate.

Gabbard, 31, was born in American Samoa to a Catholic father and a Hindu mother, and moved to Hawaii when she was 2. In 2002, at age 21, she was elected to the Hawaii state legislature.

The next year, she joined the Hawaii National Guard, and in 2004 was deployed to Baghdad as a medical operations specialist. After completing officers’ training she deployed to Kuwait in 2008 to train the country’s counter-terrorism units.

Not everyone would welcome a Hindu into Congress. When self-proclaimed “Hindu statesman” Rajan Zed was asked to open the Senate with a prayer in 2007, the American Family Association called the prayer “gross idolatry” and urged members to protest; three protesters from the fundamentalist group Operation Save America interrupted the prayer with shouts from the gallery.

Then-Rep. Bill Sali, R-Idaho, said the prayer and Congress’ first Muslim member “are not what was envisioned by the Founding Fathers.” Former presidential candidate Rick Santorum told supporters this summer that equality was a uniquely Judeo-Christian concept that “doesn’t come from the East and Eastern religions.” Crowley, in an interview with CNN.com, said Gabbard’s faith was incompatible with the Constitution.

Gabbard and her fellow Hindus obviously disagree.

“It is stunning that some people in Congress would so arrogantly thumb their nose at the Bill of Rights,” Gabbard said in an email. “When I volunteered to put my life on the line in defense of our country, no one asked me what my religion was.”

Had America’s Founding Fathers “wanted to found a Christian nation, they would have said as much, but instead they founded it on the principle of religious freedom,” said Mihir Meghani, a co-founder of the Washington-based Hindu American Foundation.

Gabbard, whose first name refers to a tree sacred to Hindus, fully embraced Hinduism as a teenager, and follows the Vaishnava branch that believes in the Supreme Lord Vishnu, and his 10 primary incarnations. Her primary scripture is the centuries-old Bhagavad Gita, whose themes include selfless action, spirituality, war, and serving God and humanity.

“The Bhagavad Gita is often considered a guide as to how to make decisions in difficult situations, when the decision is often not clear cut,” Meghani said. “Hinduism’s innate pluralism recognizes that there are various ways to look at things, and its focus on dharma, or duty, guides those holding positions of power or authority.”
Among Gabbard’s favorite verses, she said:

— “That which pervades the entire body you should know to be indestructible. No one is able to destroy that imperishable soul.” (2:17)
— “The soul can never be cut into pieces by any weapon, nor can he be burned by fire, nor moistened by water, nor withered by the wind.”(2.23)

Her faith, Gabbard said, helped her through Iraq, where there were daily reminders that she could be killed any time.

“First thing in the morning and the last thing at night, I meditated upon the fact that my essence was spirit, not matter, that I was not my physical body, and that I didn’t need to worry about death because I knew that I would continue to exist and I knew that I would be going to God,” she said.

Gabbard said her faith would be an asset in Congress, where she hopes to work on veterans’ affairs, environmental issues, and developing relations with India, the world’s largest democracy and a growing economic and nuclear power.

“It is clear that there needs to be a closer working relationship between the United States and India. How can we have a close relationship if decision-makers in Washington know very little, if anything, about the religious beliefs, values, and practices of India’s 800 million Hindus?” said Gabbard.

“Hopefully the presence in Congress of an American who happens to be Hindu will increase America’s understanding of India as well as India’s understanding of America.”

The two highest-profile Indian-American politicians are both Republicans and converts to Christianity: Louisiana Gov. Bobby Jindal was raised Hindu, while South Carolina Gov. Nikki Haley was raised Sikh.

While Gabbard has welcomed Indian-American support, her campaign noted that their contributions account for less than 3 percent of the total it has raised.

Still, her potential election has electrified the Hindu American community, which is estimated to be from 600,000 to 2.3 million, most of them Indian-Americans. Vijay Pallod, who hosted a fundraiser for Gabbard in his Houston home last Sunday (Oct. 28), is one of them.
